I have updated the kernel to the latest sources from github, i'm using debian stretch for OS (updated).
I can attach a USB3 storage disk (it's a RAID1 2.5inch array with two disks) and the OS sees it fine. But after reboot the disk is not seen i have to unlpug it and plug it back. Please not that the disk is connected via a USB3 powered hub because it needs more current then the USB3 port on sparky can provide.
Is this a known issue ?

If usb 3.0 power takes from Sparky , it will works always properly.Some of the external powered hub behaves detection issue due to its power sequence /reset properties.
run below commands for unbind and bind.
echo -n xhci-hcd.0.auto | tee /sys/bus/platform/drivers/xhci-hcd/unbind
echo -n xhci-hcd.0.auto | tee /sys/bus/platform/drivers/xhci-hcd/bind

I did not, but I still have the iso in my downloads folder and will check, thanks for reminding me to do that.
